Legislation dictates infectious waste to be transported in either:-
- type-approved sacks in specially equipped vehicles and containers or
- type approved rigid packaging
There is no minimum threshold before legislative requirements for bulk carriage applies, even small amounts of clinical waste carried in type approved sacks, such as by community nurses or midwives, would require marking of the vehicle and the provision of information on the content of the load ('tremcard').

The belief is that infectious waste has the potential to generate a quantity of free liquid in transport and this reflects the need to protect the health and safety of transport workers, handlers of infectious waste and the wider community.
